Anna, Princess of the Princes Lubartowicz of Biały Kowel and Smolany Sanguszko, Princess Radziwiłł, Grand Chancellor of the Grand Duchy of Lithuania.

I make it known by this my Universal to the Kahał (Jewish community board), Rabbi, School-servants, and all the commonalty of the Jews residing in my town of Biała: that in all my estates, as well as in this town, desiring to see the most perfect order among the Jews, I have commissioned Szmuyla Ickowicz, my General Cashier, to look into and inspect all the affairs and regulations of the Kahał of Biała and their customs which they have among themselves in the collection of all taxes—both in the contributions belonging to the Treasury of the Commonwealth, as well as in the castle taxes, private collections for the krubka (charity box), for wyderkaf (annuities), or for any other needs arising from the Jews—and to make proper disposition for both the collection and the expenditure of money, having fairly assessed everyone according to his substance and trade, favoring neither the elder nor the lesser, the richer nor the poorer, so that one should not fall because of another. Wherefore, I strictly command the entire Kahał and commonalty, under heavy penalty, that you show your registers and dispartymenta (tax assessments) for all taxes to my aforementioned Cashier, declare all Kahał sums without concealing any, and do everything he commands you without any exception. Whatever order my said Cashier shall establish in all this, I strongly desire and wish that you, without contradicting his dispositions, fulfill them strictly and be obedient to him in everything, making no assessments for any taxes or collections without his approval, nor resolving the smallest thing without his knowledge. To whom I also grant the power to dismiss school-servants if they should dare anything despite his disposition, knowledge, and approval, or if they should be disobedient to him in anything, and to appoint others in their place; and everything whatever my Cashier shall decree is to have validity. Thus, so that this my Universal shall come to the knowledge of all Jews, I command that it be read and published in the school before the entire congregation.

I make it known: Since, through the mismanagement and indiscretion of the Rabbi and the Elders of the Kahal (Jewish community council) of my town of Biała, I suffer such great loss in my revenues, and principally in the lease (arenda) here, which they attempted to bring to a diminution to the heavy ruin of my treasury by inciting the field lessees (arendarze) and releasing them; therefore, seeing such destruction and ruin of my treasury, I grant all leases to Szmuyla Ickowicz, my General Treasurer (kiessyer). But the Rabbi dared to rebuke my said Treasurer regarding his punishment, which is an offense against my will; wherefore, ex nunc (from this moment), he is to pay a fine for this of one hundred Red Złotys (gold ducats) to my treasury and shall be removed from the rabbinate, and I give to Szmuyla, my Treasurer, the power to appoint another Rabbi in his place and to establish all order in the kahal—in short, everything whatsoever that may be for my benefit. Given at the Castle of Biała, on the 9th day of September 1736.

To all together and to each person individually whom it shall concern, and namely to the Castle Authority, the arrendators (lessees), the Kahals (Jewish community boards), and the entire congregation of my County of Biała and the Estate of Sławatycze, I make it known that from various places, the proficiency in learning and modesty in conduct of the Jew Josio Jankielowicz have been recommended to me. Wherefore, I appoint and confirm him to the Rabbinate of my Kahals of Biała and Sławatycze, having given him full power and authority to judge even the most difficult cases according to their order of justice, to punish transgressors, to issue decrees, and to carry out those decrees (saving an appeal to Me) without delay; which Rabbi of Biała shall be obliged to conduct himself in this authority according to the ancient customs and statutes practiced under former Rabbis, by virtue of this present privilege and my consent. And therefore, I strictly command by my present consent and privilege that proper obedience and due respect be shown and effectively rendered to the aforementioned Josio Jankielowicz, the current Rabbi of Biała, both by the elders of the Kahals of Biała and Sławatycze and by the entire commonalty. Having granted this privilege for six years from the present date with all perquisites belonging thereto according to ancient customs to the said Rabbi of Biała, for greater validity, having signed it with my own hand, I have ordered my seal to be affixed.

I give this testimony of mine to the Jew Kalman, the son-in-law of the late Szymanowicz, a citizen of the town of Biała, that the stall which stands in the Market Square next to the stall of Aron is his own property, which he bought himself with his own sum, and he has a deed of gift for it, issued under the signature of myself and Moszek Cherszkowicz, a local citizen; likewise the plot which he bought from the Jew Jendor, a local citizen, and built upon it himself a brewery as well as stables, granaries, and a well, all with his own money; also that what he has in the Biała school (synagogue), two pews (proc) are his own and two are held in pledge from his brother-in-law Konerek Szymanowicz. I acknowledge this, as it is all true and it was proclaimed in the Biała school by me, the sworn beadle (szkolnik), for which I sign with my own hand for better credibility and weight. April 18, 1780

In the year 1780, on the 18th day of April, having liquidated the receipts given to the Bielsk kahal (Jewish community board) by me, as well as by Messrs. Kanning, Soweplan, and Chranowski for the slaughter and taxes from the date of October 19, 1778, to the present date, and having canceled those receipts, I issue this universal receipt. It confirms that during this entire time, seven hundred eighteen and one-quarter pounds of beef were taken for the kitchen. In figures: 718 1/4 lbs. The price is two złotys and eight groszs per pound. Also, one hundred four stones and twenty-nine pounds of unrendered tallow were taken. In figures: 104 stones 29 lbs. The price is fifteen Polish złotys per stone. Separately, two hundred sixty-eight pounds of rendered tallow were taken. In figures: 268 lbs. Each pound at 10 groszs. To all of which I sign my name. In the year 1778, four hundred Polish złotys were given from the Treasury to the kahal through the hands of Herszko Mordkowicz toward the purchase of tallow. In figures: 400 fl. For which this reverse remains in the Treasury. Given at the Bielsk Castle, April 18, 1780.

According to the receipt given by His Honor the Marshal, dated from October 19 to April 10, 1780, the Biała Kahał (Jewish community council) was owed for 718 pounds of wax taken for my treasury at 2 złoty and 7 1/2 grosz per pound —
Amounting to Polish Złoty — — — — — 1,615 złoty, 15 grosz.
For 104 stones of unrendered tallow at 15 złoty — 1,560 złoty.
For 960 pounds of rendered tallow at 18 grosz — 580 złoty, 24 grosz.
In Total — 3,756 złoty, 9 grosz.

Against this, the Kahał received 400 złoty in cash.
For 40,000 bricks at 24 złoty — 960 złoty. Total: 1,360 złoty.

Remaining due to the Kahał - - - 2,396 złoty, 9 grosz.

Which two thousand three hundred ninety-six złoty and nine grosz are to be paid to the aforementioned Biała Kahał from my treasury on the upcoming Christmas in the current year. Given in my Castle of Biała, July 12, 1780.

קבלה מצטברת חתומה בידי פקידי הטירה על שעווה וחלב שסיפק הקהל, עם הערות על תשלומים חלקיים מאוחרים יותר עד שנת 1786.

Having reconciled the receipts for wax and tallow given to the Biała Kahał (Jewish community council) by me and by Messrs. Niepokojczycki and Chranowski, acting for the Court Dispositor, from 8 May 1780 to the present date, and having cancelled those receipts, I hereby issue this general receipt confirming that during this time nine hundred and two pounds of wax (902 lbs) were taken for the steward’s office (kredens). The price was established by His Majesty's Commissioner at two Polish złoty and eight grosz (2 zł 8 gr) per pound. Also taken were one thousand five hundred and nine pounds of unrendered tallow (1509 lbs), which, calculating thirty-six pounds to a stone (kamień), makes forty-one stones and thirty-three pounds (41 stones 33 lbs); and counting a stone of tallow at fifteen Polish złoty (15 zł). Given at the Castle of Biała, as above.

On the 29th day of the month of September in the year 1795, I authorize the Jews of Biała to deduct five hundred Polish Złotys annually from the krobka (community tax on kosher meat) for the liquidation of the remaining debt of five thousand Złotys belonging to the Jews Datt (assigned) in Warsaw. Michał Radziwiłł, Voivode of Vilnius.

Account of the debt to the Biała Kahał according to the documents of the late His Illustrious Highness Prince Hieronim Radziwiłł, Chamberlain of the Grand Duchy of Lithuania, and others, made from the Treasury on October 10, 1795.

When, following the petition submitted by the Biała Kahał, the above Resolution of His Illustrious Highness the Voivode of Vilnius determined the debt from the treasury to the said Kahał to be satisfied in the amount of five thousand Złotys, and since from the account of original receipts specified above: besides the document of the late His Illustrious Highness Prince Karol Radziwiłł, Voivode of Vilnius, under the date of May 10, 1764, issued to the Kahał for 2370 Złotys, which was not included in earlier accounts and therefore subject to doubt, it appeared that the debt amounted only to four thousand seven hundred forty-two Złotys and twenty-seven and a half Groszy, specifically 4742 zł. 27 1/2 gr.; after the payment during the possession of His Excellency Maciej Radziwiłł, Castellan of Vilnius, by virtue of an assignment issued by him for one thousand Złotys and after deducting the same, there remains a debt owed to the Biała Kahał — 3742 zł. 27 1/2 gr.

Which three thousand seven hundred forty-two Złotys and twenty-seven and a half Groszy the Governor of Biała shall pay from the krobka annually entering the Treasury according to this order and distribution.
